Misrepresented puppy lied

I saw a Havanese puppy for sale on Wanda's website, www.havanese4luv.com and inquired about the puppy. I asked if the puppy's parents had all the health testing done on eyes, hips, etc. She said they had been health tested and she would provide the paperwork to show results when I came to pick up the puppy. When I arrived to pick up the puppy she said she forgot the paperwork and would mail it to me. Of course she never did even after I asked again. I found out that she had purchased the puppy out of state and under false pretenses, and then re-sold the puppy to me for an $800.00 profit. She lied to me and to the people she purchased the puppy from, and cheated me.
