Resident Be Very Careful Paying Your Water Bill Ripoff water payment lost, taken or misplaced

To whom it may concern:
City of Chiloquin water company City Hall, Resident Be very careful paying your Water bill.

On march 15 I finally got my water bill caught up, I was determined to scrap together the full amount, which was $70 dollars, but when I got to the water company, on that morning they were closed, could not wait till the 16th I knew I would get a $10 late fee, they have done that before.

When I paid this I had no choice but to pay with cash, I did not have enough to get a money order and I could not write a check cause I really did not want a $30. Over draft fee, so I had a couple of witnesses watch everything I was doing I counted the $70 and that was (3) $20.00's & (1) $5.00 & (3) $1.00's & $2.00 in change, I wrapped the two dollars in change in a $1. Bill, Then I put the $70. Cash with my bill in an envelope and sealed it, then I addressed the envelope with the city of chiloquin water company - and my name and address and then I and my witnesses took that envelope back to the water comp - and the witnesses watched me put that envelope in the water company door drop slot. And to let you know I have paid by cash and put in that slot once before about a year ago with no problem, till now. My bill is $120 now, I should only owe $40. I know and the witnesses know that someone that worked on march 16 somehow lost my $70 water payment that I put in that door drop slot. No one else could have unless someone can fit their hand in about a 1 inch slot reach in and pull it out (not possible). Now I know some folks have stated they get over charged, as for myself I don't know about that except I do know just having a $10 late fee is outrageous especially if you pay most of your bill but short $5 or $10 and still get that $10 late fee, Thing is the Water company probably (my opinion) is not going to care or the city council, I know one of the city council person's son that stated (quote) It's not my problem we don't have to pay water it's FREE, And he is right it is not their problem, The problem lies with the ones that do have to pay, the ones that have to trust them not to lose or take or misplace our money.

April 10th I went to find out if there was a mistake in the billing there was not, The lady I talked to was very nice but not helpful she stated that she don't usually deal with the drop slot, the one that does was on vacation and that person will be back tomorrow and she told me what that persons name was and she also stated that this situation will have to do with memory, I told her I would be back and I was the following day and that one lady that was on vacation, apparently gets off work at 2:00 the same lady I talked to yesterday was there and she stated that the other woman was only part time, I let her know that the money should be easy to remember and the amount in bills & change she agreed that should be easy to remember. But there is one other thing that would be easy to remember, that their was cash in an envelope in the drop box how often does that happen in a population of a little over 700, If it is a lot, People of Chiloquin not wise to do it any more. If it is not often it should be easy to remember and they should correct the problem. Also their cash payments records would be over $70.00 for that day or even that week when ever they do the book keeping. So there will be a discrepancy in there books for that time or there is a thief.
