Ripoff dishonest fraudulent billing

Received $17.49 bill July 19th for unidentified 13 minute internet access. Seemed fishy, but paid it.
Received $88.51 statement Sept. 23 for 69 minutes. Checked net, found Navicomm is a fraud. Not paying!
Harassing phone recordings every 30 minutes began a couple days ago. Cannot reach anyone on billing inquiry line.
Sending complaints to FCC and Qwest.
