Ripoff allowed someone to use my ssn to purchase a phone

I keep recieving letters and bills from a collection office, named, Wilbur and Assoc, who is collection agency for PCS. Someone, by the name of Bruce Devito (according to the report) used my social securitynumber to purchase 2 cell phones and I am being billed for them.

I keep calling and faxing them, that, I do not live at the posted address, nor, would i ever give anyone my ssn. I refuse to pay the bills and am afraid that my crdit rating will be ruined.
Why doesnt cingular look into this? This is identity theft and cingular is reposnsible
