Internet Service Provide

My ISP (Bayside Surfcity) 3822 Jefferson Davis Hwy., Fredericksburg, Va. Has problems. It has told customers it has an agreement with another provider and we will get service from the other provider but only 50% of the service we have paid old provider.
I have filed a compaint with the Federal Trade Commission and the Virginia State Investigative Division. I am tired of high tech companies making excuses for stealing customers funds and trying to excuse their habits.
I want my full payment not 50% and want to know if there is a way short of bringing out the redneck in me. I can stomp a backside if needed.
I also would like to know if you ahve heard anything about the Packard Bell Platinum Supreme 1890 fan shroud on the Pentium chip? I found that mine wa cracked due to poor design in the shroud hold down clamps. The clamps are steel springs clamping a thin plastic device. When I contacted Packard Bell last month, the tech accused me of being cheap for not wanting to purchase a $4 shroud. Frankly, I think computer companies are getting away with a major consumer rip-off by not being required to replace products that are not to industry standards.
Sorry about all this but, I haven't found anyone interested in anything but making money on the Internet.
My current ISP keeps saying my phone lines won't produce a 56k connection. I could accept that if the connection speed ever varied but it has never connected above 28000. Is it possible that ISPs are lying about their equipment and no one is investigating them.in short, could an ISP not have enough 56k modems and no one ever find out they are being cheated?
