Target - Retailers National Bank ripoff finance charges

In December I contacted Target/Retailers to get my payoff amount.
I sent in the payment.

I received a bill the next month for finance charges on the payoff.

I tried to contact them and was unable to I finally got through to someone in Feb. And was told that they assessed finance charges because my payment reached them a couple of days late. The company in the meantime was in the process of changing over from one card to a visa card which when I called and asked them why they sent me a card in which the finance charge was so high they were quite rude and refused to discuss the matter but tried to shove the card at me. The balance (finance charge is a very small amount, but for me it's the principle). They are assessing finance charges to get money from unsuspecting individuals.
