Stolen property, insurance claim denied RIPOFF Fairfeild, California

I sent my daughter's laptop to her via UPS and it was stolen from the box. She received any empty box. UPS denied my insurance claim. How can I appeal?

The laptop was in the box I had previously received it from the Best Buy repair service center - very well padded and secure. The clerk at the UPS store in Fairfield CA, saw the laptop and helped me close up and tape the box. I had it insured through the UPS store for $1500.

The package arrived 4 days later than scheduled and there was NO LAPTOP inside! A UPS inspector, Danny Munioz told my daughter that he would approve the claim. My daughter was requested to send photos of the box to the UPS damages dept. To Carolyn Clark at cyclark@ups.com which she did.

However, UPS denied my claim. UPS said there was no sign of tampering on the box. However, since it was a previously used box I know there were discarded tape marks and anyone along the way could have removed the tape, taken the laptop, and retaped the box.

How can I appeal and get them to reconsider and pay me for the lost property?!
