Ripped off by Lost Money

In September of I picked up a computer monitor from the UPS. It was a C.O.D. Package, so naturally I had to pay the $157.00 when I received the monitor from the clerk. Well she gave me the Postal Money Order Receipt and I went on my way. A few months after that I received a letter from a collection agency acting on behalf of UPS. It was from S.T.A.international in Houston Texas. It reported that I owed 157.00 to UPS and in good faith UPS had paid my bill to the retailer I bought the merchandise from, and I needed to reimburse UPS for the amount.
Well I called Derrick Mormon, the manager of S.T.A. And asked if maybe they had they're files messed up or if it was a joke. He
informed me that it was a legal debt and I needed to pay it. I told him I had already paid when I received the merchandise. He told me I had to pay the money again and trace my money order at my own expense. I've had multiple confrontations with Mr. Mormon
and UPS since that date. It's been almost 2 years and they still call and harass me about this. Does this seem like a legal Debt to anyone?
