Ripoff! Fort Lauderdale

I went online on 1-18-05 and thought i was applying for a credit card. It says everybody is approved, and it said i would be notified 4 to 6 weeks, the next day i check my bank account online like i always do and they had deducted 159.00 from my account i never agreed to this. They said i would get a partial refund of 100 and the 59 is foran alplication fee. If every one is approved why is there and alp fee and i never agreed for this to be deducted
