Ripoff Charged $12.95 for voicemail service not requested

We opened our telephone bill today and saw a charge for Orbit Telecom. Called them and was told that they had my mothers maiden name and my social security number. We were charged $12.95 for sign up fee and taxes bringing the total to $14.12. Called the number and they claimed that this was requested and agreed to via email, which is not true. Do not need this service and did not request. They said they would cancel the service but we still owed the set up fee. Called our local telephone company and they said that they would send it back for investigation but could not guarantee that Orbit Telecom would credit them the monies they had already paid. Requested that an order be put in to not allow any future third party charges to be allowed. Will contact the FTC. This is a fradulent scam.
