Rebate Ripoff Fraud attempted denial and intentional delay of rebates

I would like to file a complaint on TCA Filfillment Services. They are handling a rebate from HHGregg.
They first denied the rebate saying it was purchased outside the dates of the rebate period. However, the receipts showed clearly it was purchased and submitted within the dates required. I then called them and after waiting over an hour on the phone they claimed they must have entered the date wrong and that I needed to resubmit the information. I complied, and a month later their website stated my rebate was mailed on 12-15-04. As of 1-6-05, I have not received the rebate.

In my recent attempts to contact them I have experienced that they do not accept e-mails and the phone number is always busy, or just disconnects you until after hours. After hours they tell you they are closed and to call back.
