Ripoff fraud stealing Unauthorized charge no refund when promised

Ordered a year ago and canceled when realized it was a ripoff they charged my account again Dec 4.
I called them on the 5th of Dec was told would be credited back in 7 days. It is now 10 days and no credit
I cannot reach them on the phone to try to rectify it
