Placed account with collection but never sent a bill

In May I switched from First Energy Solutions (FES) to AEP Energy for my electric supplier. I received a letter from Toledo Edison (a FES company) in May, confirming my choice. No mention of any fee involved with the switch in this letter.
Fast forward to January. I received a letter from a collection agency trying to collect $25.00 for FES. I called FES and spoke to CSR Brian. He told me that was the fee for switching suppliers. When I asked why FES never sent me an invoice, he said they did. When I asked the date of supposed invoice, he said December 27. The letter from the collection agency was dated December 29.2012. When I asked how that could be, CSR Brian just sat silent on the phone.
Keep in mind that I have an excellent credit rating, and always pay my bills. Getting a collection letter when I never received one invoice from FES had me very upset. I tried to tell CSR Brian that if I had received an invoice from them I would have paid it! CSR Brian was very sarcastic and condescending during our conversation.
When I asked to speak to CSR Brian's supervisor, I was told that do to their high call volume, it would take 24-48 hours for a supervisor to call me back. CSR Brian also told me that they get phone calls like mine all the time! Sounds like a great company!
I will update my comments if and when the supervisor calls me.
