Don Loudon Failure to pay money owing

I provided my personal household goods when I left San Francisco to Don Loudon on 28 December for sale. I have a consignment contract for $847.40 signed by Don. After 7 years of regular telephone contact (between 4 and 12 calls a year) with Don to follow up payment, I have to date only received $500. I'm lodging this complaint as Don is no longer answering my calls (I've left about 16 voice messages over the past 6 months) and hasn't made the final payment as he promised.
