Harrassment from store manage

Please explain why a store manager is allowed to yell at his managers. All managers in store are unhappy, including area;s. These area;s are ill from stress he causes them and they cry at home every night. They are afraid to say anything. Every week he changes his expectations. Cause if you fix it he has nothing to get you on, so he keeps coming up with more. He is a bully and creates a very hostile environment. It should also be checked in district 80m how they get so many applications, They are so threatened that they give every discount they can, it only takes a little investigating to prove all this. It only takes and outside person to go to store 1147 and seperately talk to all area's and managers.
