Charges father's visa have requested to stop requested refund no response never received any info from this company

Charges first appeared in February and have continued to date despite contacting them through their website to stop. I have requested this to stop and refund all charges. I have contacted the credit card company and they have told me I have to get the company to issue a refund to the card because it is a third party billing. There is no way my father authorized these charges. Please help to date they have billed $149.50 to my father's account. He is a hard of hearing 84 year old man who cannot get this handled by himself. Thank you.
