Jesus Christ Superstar Tickets Never Arrived, Refund Refused

My boyfriend purchased tickets as a gift for the show Jesus Christ Superstar on March 2 and paid with his debit card (the money came right out of his account directly). He wanted the tickets to go out by express mail. The tickets never showed up. He emailed Ticketmaster saying he had not received the tickets. Ticketmaster alerted us through Avis to call.

He called and learned that the address the tickets were to be forwarded to was not the same as the bank statement address (it was his sister's address, a joint account). He straightened out that situation. Therefore, Ticketmaster canceled the express mail service, refunded the UPS charges to his account, and said they would immediately send the tickets by US mail.

Now, as of March 20, we still did not receive the tickets, so we emailed Ticketmaster with this information. He did not appreciate the delay of the tickets not arriving at this late date. He emailed Ticketmaster that he wanted his money refunded. They emailed him back and requested his account information again. He responded with the requested information. When they finally did reply, on the morning of the show, they wrote that they could not refund the money for the tickets.

At this time, we contacted Ticketmaster by phone and explained that the tickets were a gift, and they replied that we should use their Will Call at the box office. But it is imperative that the person picking up the tickets have his debit card and ID. However, my boyfriend was not the one attending the show, so the ID would not match the person who was actually attending the show.
