Not getting rid of cockroaches

I moved into these apartments at the end of july. Since 1st day I received the apartment keys, I have seen cockroaches. I keep reporting the issue. Sometimes they send pest control, others, they tell me they will request pest control but end up failing to put in the work order. I get about 5 cockroaches I kill on a daily basis. They carry diseases and I should not have to live with them.
