Paint spots on my Ca

I recently had to go out of town and had parked my car out side. And when i come back i see that right side of my car has some kind of paint and Putty mix thrown on it. I talked to officals of the place and they were super rude. And told me that it is not there fault. And that we are not responsible for this. I dont know if there was some kind of construction but the spots on the car and marks were white and all the walls surrounding it was brown...
