Apartment management holds back rent checks to add fees

I am quite active in my apartment community & I have found by talking to others in my community that they also have been victims of H-WEBB purposefully holding back checks to make your rent late to incur fees. Before living here I had done electronic payments to apartment management entities for 20 yrs and never once had a problem. Not once. At Hendersen-Webb it now happens once a year.
