Bogus membership and fees

I applied for membership two years ago and paid the $35.00 fee and I was supposed to recieve my membership kit including decals, membership info etc. But I never recieved it, when it came time to renew I contacted them via email and told them that I never recieved my membership kit and that I wanted to renew but I wanted my kit. They claimed that the kit was sent and returned to them, so I gave them another address to send the kit to and renewed my membership at $35.00 more dollars. I still have not recieved my kit to this day. I found a phone number on the website and tried it and it has been disconnected, I emailed them 4 o 5 times and finally got a response. They said they would refund my fees and I told them to just send me my kit and I would be happy and still they never sent it or refunded my money. They took my money, and I am sure they are doing this to others also, and I recieved absolutely nothing for it and now they won't respond to my emails. They owe me $70.00 and I want a full refund.
