Can't get Through via Phone

Have tried to get through to the DMV over the phone for 2 weeks now. I have called 8 times today alone before I got through. After going through the laborious menu, a message informs you that if you get a busy signal, call back. It's absurd that it wouldn't put you on hold and take calls in order as they are received. Now they need information I don't have access to that must be collected from the Francise Tax Board so I need to get through to them and restart the DMV contact process all over again. To begin with, the issue I am contacting the DMV is $700 that was mistakenly taken from my account, to cover a bill someone who shares my name owes. Absurd.
