I have a neighbor who is currently in a nursing home and has been there for several weeks this past summer and now. She currently is providing shelter in her home and garage for approximately 3 dogs and approximately 20 cats. This is a residential neighborhood. We understand that she has had as many as 40 cats in the garage. When she was in the nursing home last summer a neighbor reported to animal control the smell coming from the garage. We understand that as a result of the call to animal control the garage was cleaned up. I recently reported a dog nuisant complaint.

She is at this time in the Nursing home, her newphew takes care of the animals. His wife operates a Animal Sanctuary in a different location outside of the city. We are told by Animal Control that they are using the license of the Animal Santuary to provide additonal animals to this residence and that some of the animals belong to Animal Santuary.

My question: How legal is this operation in a city residential area??
