Tiny FEMA homes moved in and RENTED to multiple families, Will not enforce rules/regulations, Park continues to decline

I have lived in Grand Oaks Mobile Home Park for 10 yrs, buying the home I live in and leasing the lot it sits on. When I first looked at this home I informed the manager I had a Collie and asked if that would be a problem. I was told it would have to be kept indoors, walked on a leash and not tied up outside. It was an indoor dog so that wasn't a problem for me. After moving in I was constantly harassed about having a dog over the 25 lb weight limit, told I was going to be evicted, etc. Finally I got another home for the dog. Shortly thereafter managers changed and so did the rules. Ever since then there have been large dogs, some roaming loose through the park. I was bitten by a pit bull and had to go to the hospital. A police report was filed, the park did nothing.

I use this simple situation to show how every time management changes so do the rules. When I first moved in I was told this community did not rent, that it only allowed owners of the home or their families to occupy them. That too has changed bringing in all types of people that are not screened, even though they will tell you they run background checks. A home beside me was rented to a family whose Father was arrested and extradited to Louisiana on molestation charges. He had 3 step children at the time.

During the past year tiny FEMA trailers were brought in that were used during Katrina. I was told by management they were brought here because Alabama, Georgia, Mississippi or even Louisiana would not allow them to be used in their states. These homes do not have full regular size kitchens, bedrooms, and the bathrooms only have small shower stalls. One person could live in one comfortably, but the ones like I've described have multiple people, 3-6, living in them that can't even speak English. These homes are rented on a month to month basis. The larger homes that they now rent are rent on a 6 month renewable lease. These people that rent do not care what the lot looks like as it is not theirs.

Yes we are stigmatized, and unfortunately because of changing managers constantly and rules not being enforced we fit the title "trashy trailer park". Toys in the street and left out in the yard, man-made storage sheds, unkempt lots, multiple cars parked in driveways only made for two, christmas lights left up year round, window air units hanging out, signs posted in yards by residents, non residents allowed in pool area, pool rules not enforced, and I could go on and on giving examples.

It's all about that bottom line and the amount on it. Since I've lived here just one time I had a check that bounced on my lot rent (which by the way increases every year even though we see little benefit) I went to the office and gave them cash and was given the check. Later I was told by another manager that she did not know how I got the check but they did not accept cash and if I did not pay (again) the lot rent on that month I would be evicted. I still have that check, but was made to pay the lot rent again. It was cheaper to do that than pay an attorney.

Some of us can not afford 'stick' houses, and that is why we live in Mobile Homes. It is very unfortunate that we can not live in a nice community where every resident is made to follow the rules and regulations, and every few months when they change managers consistency of these rules and regulations take priority over that figure on the bottom line. (Lot rent has doubled since I moved into this park)
