Waiting 10 Months for Renewed License!

I sent application to renew my CA DL along with required documentation to DMV Sacremanto on Aug 4th. I called almost 20 times after that to do a follow up, and personally went to DMV's in my areas. But every time they told me to wait and give me excuses and issue the paper receipt. Now I m really, really tired and my 4th or 5th paper receipt is going to expire in few days as well. God knows who can help me getting my license back, too much frustration from CA DMV since last 10 months. This is a slowest process ever for any thing in my life, and needs to be changed with efficient process.
