Community self storage Has mgr do move-out walk thru, then doesn't return deposits

We rented the large retail spot (at the spring location) from July ~ October. For over two years we rented here. We had a great relationship with both resident managers and staff. Upon our move out we spent days detail cleaning the space, & on our final day we did a walkthrough with Donna (the Location manager) who cleared us and stated the space looked great! Over 30 days elapsed and still no returned deposit check as stated in our lease. We started calling the Fry road location (where the checks come out of) asking what was the problem with our deposit check. Susan the fry road manager informed us that Andrew Gregory (the owner) needed to still look at the space, that was news to us as we were under the impression we were cleared! Aa week later we finally decided to contact Mr. Gregory directly. Upon contacting Mr. Gregory we were informed that the location managers do not have the authority to do walkthrough's and clear tenants that only he himself could do that.
