Ripoff, possible embezzlement, extortion, behind in repairs over $81,000

I purchased a townhouse in Garner, NC five years ago. Prior to closing on the house, I was told that all repairs that the HOA had promised to do were done (so the closing would complete as scheduled), but when I moved in I found out that it was not true. I found a copy of the documentation regarding the minutes where these repairs had been discussed and agreed to, took it to them in one of the meetings and they blew me off and basically told me that no one ever gets repairs.

In fact, they were behind in repairs to the tune of over 81,000.00 and weren't the least bit concerned about it. I also found out at that time that the former book keeper had 33,000.00 that she refused to return to the association (the reason they couldn't do repairs supposively).

Since that time she has returned as book keeper and has jacked up the dues and interest rates without repairs. We have a pool that hasn't been open for the last four years, they take payment for maintenance of this pool, but no pool. One of the original board members sued them and sent me a letter outlining that three of them, himself included (original board members), had been keeping two sets of books and skimming from the dues and pocketing the money for themselves. He knew that he was incriminating himself, but said he no longer cared, that it needed to stop.

When I asked Margorie Hogge (book keeper) if she kept two sets of books replied that she did. Basically she also stated that she would do everything in her power to get me out of there including filing false reports, losing my payment information and so forth. I turned them over to the attorney general in our state who said that this was a matter for the FBI (I have not contacted them yet, but that's next on my list).

They are ripping everyone off and have been getting away with it for many many years now. I tried to get the home owners involved with impeaching this group of crooks, but so far everyone is so apathethic about it that the only thing they're willing to do is to put a for sale sign in their yards. I also would like to do a legal action that makes HOA's illegal - I think this happens way too much (it's easy to pull off).
