Towing, Tow, Bogus Fees, Registration, Home Owners, Board of Directors

I had my car towed by this Home Owners Association. I called the tow company and they told me that the Association had the car towed for "dead tags". I then called the police station and confirmed that my tags were in fact VALID and the they wrongfully towed my vehicle. I called the towing company back and they told me that if someone from the association called back to confirm that the tags were in fact valid that they would release the car at no charge. I then called the Association's emergency number and left a number to be called back at. A man named Bob contacted me back and told me that it was past him being able to solve and that he would make no such call because the only people authorized to make that call now were the board of directors. This is the same company that had my car towed and now they can't make a simple phone call? I asked him to have contact information for the board of directors and he said he could not give me that either. If I wanted to get in touch with the board that I would have to submit an email or put my complaint in writing. He also told me that the best option was to just pay the tow bill of $200, of which I am sure that the board or the Home Owners Association is getting a kick back, and then submit for reimbursement. I am left trying to understand why they need to try to create revenue by towing my valid vehicle when there are people in my neighborhood who use bed sheets for curtians (a direct violation of the HOA documents).

So, all in all it turns out that they actually had my car towed with valid tags and there resolve to the issues is for me to pay the bill and submit the receipt and they would have the board of directors decided if they would reimburse me or not.
