Will not pay out Paid Time Banked benefit I earned and saved by being employed with them for 22 years 9 months

Richland Newhope Center will not pay out Paid Time Banked benefit I earned and saved by being employed with them for 22 years 9 months. The amount I have banked comes to $4.787.00. They said because I resigned instead of retired it is mine but I can't have it, and of course it is not in the union contract that they would even have to pay out any of it. It will stay with them unless I would come back to work with them some other time in the future (I'm within 5 years of retirement age).

This administration gave me no other options other then to resign or be terminated over some trumped up charges they come up with. One charge they used on me was 14 years old so I could not possibly become employed with them again. This to me amounts to theft on their part on my money I worked hard for and saved to enjoy at a later date. What else could you call this other then theft?
