Soldiers serving without proper equipment

There are soldiers serving in our military without their issued equipment. When contacted about this problem, they admitted they knew nothing about lost shipments but it was not in their control. There are several bases functioning without equipment that was issued to them but lost before it arrived overseas. Afraid this could be traced to my family member I cannot
sign this or pursue an explaination from the Army. I wish there was somewhere to go that would furnish an explaination as to the whereabouts of blankets, winter uniforms or someone that would replace these items for our service people.
