Unfair business practices

The city of Riverside has asked me for bids on doing the spray-on linings in their trucks.in the past I have given the bids but it is the city policy to go with the lowest bid regardless.

So when they asked me for a bid for 15 F-150's plus several service trucks I refused and told them they do not compare apples to apples. They didn't understand what I was talking about so I invited the fleet operations manager to my shop and explained how we measure the thickness of our liners and how thin the ones they have been getting were. So even though they were paying a little less they were still getting ripped off.

So they agreed to write up a bid with the thickness specs that everyone bidding would have to follow. If it didn't meet the thickness spec then the company would have to redo it or not get paid for it. My bid came to $45,000 and the company that won the bid (Turbo Liner) was $42,000.

I asked if I could measure their liners after they sprayed them and they said that was okay. So I measure one and it was half of what it should be. They also told me that I can not measure anymore of their vehicles.

I sent an email to the mayor and he did nothing. The tax payers are getting ripped off and it sounds to me like someone is getting their back pocket padded. Why else would they do nothing about this?
