Passport delay!

I deliver my passport for restoration more than 10 months before and that I was informed that there is sufficient time for my planned journey abroad. I'm designed to abandon today but still no passport. I created numerous telephone calls and numerous email, but no solution. Where would be the congressmen to request some issue in the regulators. There's to become some responsibility. Why individuals who answer the telephone can't support? The repetition about the telephone simply informs that she/he'll deliver an email towards the passport control workplace. I had been informed today that passport running workplace doesn't reply email of repetition both.
