Ripoff refuses to honor garnishment judgement against an employee

I need help. I have a judgement against someone for 600.00 and went to court and got a ruling in my favor. Even with the address of this person's work I can not get the garnishment without the person's social security number. This person also works for the US Postal service so now I have to deal with federal forms. I feel like I am caught in a who came first the chicken or the egg fiasco. I need the Social security number to garnish wages, I am not allowed to get it from federal organization. I can apply to get the garnishment, but I need to be a commercial entity, and this was for a personal loan.
What can I do?
