Unable to escape religious solicitation while waiting in line at DMV

Why is an evangelist able to hand out religious tracts and ask people waiting in line to get inside the DMV (on state property) whether or not they think they are going to hell? The security guard did nothing when this was reported to her. Not all of us were Christian, and definitely not all of us fit the definition of this extreme right wing evangelical Christian's version of a "good person". He would not leave, he would not stop, and no official stopped him during the 95 minutes I waited in line, with hundreds of others, immediately outside the Rancho Cucamonga (Hellman) facility.
