Could they make re-registering a vehicle any harder?

Ok, so I had a truck that I had not been using because It had a mechanical issue. The tags were expired, yeah I know I have a late fee... No biggie. I go to pay it and they tell me "My registration is Suspended" OK I say, I know there are back fees. No, They say there is a $14 re-issue fee that can only be paid to Sacramento through the website. I paid it. Now I am still waiting for them to process and "release" my Plate number. Despite numerous calls and e-mails I am getting nowhere. They have my money, my proof of insurance, and my Re-issue fee. Some mysterious Elf musy be in charge of releasing these I dont know... Wouldnt it be ok to be able to go to DMV with my money and proof of insurance and get my tags? Apparently not.
