Never receive the waive activation fee credit - Nokia 6350

I bought a mobile phone from Wirefly.com in Jan with the promotion "waived activation fee". After three bills (Apr), they didn't credit the activation fee into my AT&T account. I called according to the promotion instruction. The custom service guaranteed that I would receive the credit in 14 days. I didn't receive it. After a month (May), I called again and this time, the custom service told me she already saw it on my May bill, I would certainly receive it in the next bill. I waited another month. Now I received my May bill (from 5.3-6.2), it didn't show up. I am so disappointed. Every time I called, they asked me to wait and guaranteed the credit would show up in the next bill, which was not true! I will never order a phone from wirefly. Comm again.
