Reloadable Visa Registered to Someone Else, Refund Never Came

I purchased a Green Dot card and a Green Dot reloadable Visa. I tried using the card after I purchased it, and it was declined right away. When I called the company and asked what the problem was with the cards I had just purchased, they informed me that my cards were registered to someone else. I asked how that was possible, since I had just purchased the cards.

They informed me that somewhere between leaving the company and reaching the store where I purchased the cards, someone else must have taken the information from the cards and registered them in their own name. So when I put money on the cards, they were able to take my money right away. I received all sorts of apologies for this happening, but they told me to fax the receipts and copies of the cards and I would get my money sent back to me in 7 to 10 business days. Well, that didn't happen.

They also claim that they turned my money over to some scam, knowing it was a scam, but they paid them anyway. Even after I called them and told them my money cards did not work, they said all the money on the Visa was gone, but all the money on the Green Dot MoneyPak was still on it. I requested a refund on it, so what do they do? After I cancel the card, they decide to pay it all out to some scammer. What a mess. I am just out of luck on my money.
