Scamming users out of final value fees! They are making millons on this trick

So when you issue a full refund to buyer you still have to send a cancel transaction request and wait for the buyer to agree to cancel! Of course, a lot of the time the buyer does not reply = Money in Ebay's pocket!
So issue a partial refund due to some problem, you are SOL in these cases. There is no option to even cancel or get an adjustment for the refund you sent = money in Ebays pocket.
In both these cases the seller's as usual Loose and Ebay wins! They are making millions off this little scam and have been for many years.
