They always start out with a "PRIZE NOTIFICATION LETTER" telling you that you have won a cash prize. Then they tell you that you are eligible for report documention for the total aggregate funds of... (whatever amount). Then the next page is the "verification" papers, and so called "report requisition" form. The top hjalf is to claim your bogus "CASH PRIZE" and the bottom half is to request entry information on the other, which is where the $25 comes in. That's what you are paying for. The catch is that you NEVER get either one of them. So, if you are just reading this, please follow my advise... Do not send money to a sweepstakes before looking here or calling the consumer reporting agency. They can tell you right away if the Lotto you are playing or sweeps you entering is legit or not.
