They had my dogs stolen

Ive never done this before but im furious and willing to try just about anything. Our dogs escaped today, they are harmless, friendly, not destructive. They are well behaved but playful. Our neighbor's at 250 hope road caught them, and instead of holding them until we got to pick them up. Called the pound. My family is going threw tough time and can not afford to get them out (it will cost 140 dollars, currently and another 70 each day) so my beloved pets that were being taken care of by my family are being put down because of these people and i would like to see them suffer any and all possible ways.
