Refinance Requests Unanswered Since March, $6,000 Value Drop

I have tried to work with my mortgage lender to refinance my mortgage and negotiate for a lower interest rate. They have been non-responsive since March. Supposedly I need document after document after document. We get no initiated contact from their office, and I am at my wits' end.

My house dropped in value another $6,000.00, and we are sitting with a mortgage that is more than what our house is worth right now. With the 150 million that was divvied up to Ohio to help with this crisis, you would think that CitiFinancial, who helped get us into this predicament in the first place, would be responsible enough to move things along and lower interest rates for those who are paying their bills on time.

Not sure what the answer is here, but I thought I would throw that out there for anyone listening, because apparently CitiFinancial is not.
