Heb grocery stores

Moved to corpus christi 2007 from dallas, texas. The nearest grocery store is heb located at port and tarlton streets. I have already contacted the health department regarding the filthy corroded shopping carts they provide for the public. It seems that they did replace them with newer onoce. That was 4-6 months ago. Last week when i went to buy my groceries there were no shopping carts available except of a few rust corroded ones and i refuse to put my food in them. They have slowly reverted to their old ways. The heb on leopard street has never been reported and you should see the whole collection. This is a violation of my healath becuase it contaminates my food and that of others speciall the poor and the elderly. I have taken pictures of nasty corroded shopping carts in alleys, ditches, near trash dumpsters and we don't even know if they are sanitized when they are rounded back up. Something needs to seriously be done to protect the consumer. There should be a law that makes these stores liable to sanitiize the shopping carts on a daily or weekly basis.
