Multiple calls - no one there and will not stop

I get 2 calls a day. No one is ever there. When i call back to the number there is a queue where "one can get on no call list". I have left that message 5 times. I have waited 5 minutes to see if a recording or person comes on and no one ever does.

This is a scam and undermines real companies who work for non profits. They should all be in jail.
