Overcharged

I went to the Dallas Oregon emergency (West Valley Hospital) for an abscessed toothache, all I needed is an antibiotic. Spent maybe 5 minutes with the Doctor and he wrote me a prescription, I was then charged $400.00 from west valley and $800.00 by Dallas Oregon Emerg Physicians. I have no insurance. How is this justified? I contacted them and they said they would lower it to $400.00 and $500.00. This can't be legal?
