Home refinance application stalled almost five months

It has been almost five months (short one week) since I applied for a home refi. They don't return calls, they sit on my paper work and make no progress. When I finally get ahold of someone they try to make up stories of why nothing is happening. Their customer service id the worst I have ever seen.
