Hawaiian Airbrush or Biker Paint or Runs With The WIND took my Harley sheet metal in January promised paint job until April dropped out of sight

I had dealt with this man (painter) for over 10 years prior to this incident with no issues. He received my primered factory new parts to do an agreed paint job for $1000 in January - in my past dealings he never took longer than 6 weeks for any of the 30 jobs he did for me (often less than 3 weeks). After no response in 6 months he messaged me he was working to stay afloat & my paint was at the back of the line. He claimed I had not paid the going price ($3,000). I immediately sent him an additional $2000 (this is August). He messaged me back via e-mail saying I was going straight to trhe front of his "line" & expect my paint in a month BUT, it would be worth "twice what I'd paid him". I immediately sent him another $3000, I want no charity or something of value for less than its worth. I NEVER heard from the man again until April. He claimed he'd fallen on hard times, but was personally traveling to my home to help me put the parts on. Claimed he felt "bad" for how long I had waited. IHe verified my physical address & I NEVER heard from him again until an e-mail received 2-29. He stated he'd "had my parts too long & if I didn't want them, he's sell them". I paid for the parts, they are mine. I paid more $ for a paint job than he'd ever gotten. He was going to sell my items/property after over 6 years & its my fault I never got them? He at that date claimed to still have them, even sent a photo. I immediately responded with my current address & that I wanted my property. Have not heard a word since. I give up. He is a LIAR & a THIEF!
