My father Alejandro Betances applied for a housing transfer in November due to lung surgery and written recommendation from doctors to move to a warm climate. Alejandro has applied now for this transfer 4 times. The excuses have been; misplacement of documents and reevaluation when information provided has not changed. Alejandro is 84 years old and distress of not having a resolution is causing him anxiety.
