Identity Theft Suspected: Took my deposit and copy of my personal information and never confirmed if i was approved

I went to look at the apartment complex to see if they had any available units. The property manager had me fill out an application, pay the $20 application fee, made copies of my SSN Card and Driver's License and stated that she would get back with me regarding my application. She called me one time stating that her computers were down and she would get back in contact with me. Needless to say, she has not. I am afraid that this might be a case of Identity theft and rental fraud.
