Offshore Call Center Rep Said No Extension for an American

I called the customer service department of GE capital on the day of 7-23-12. The person that answered spoke broken English. After a while I asked where was she located, she stated the Philippines. I then requested to speak to an American. I was told that there was no extension for an American. Is it not true that when we reach these foreign countries and we request an American, by law they are required to transfer us to one?
