Erroneous Billing Erro

I received a bill from a collection agency in Orange, CA from a bill in when I had services done @ FT Hood. I know I paid my share of the money (co-pay) and now this has gone to collections, this is unacceptable because if I owed anything, why would they wait until now to send this bill. I spoke to a representative and she told me not to worry because it was a new billing system and it was off line or something like that, I feel that this business should not be allowed to operate on a Military reservation if they are treating customers like this, someone being incompetent does not excuse the rationale of this magnitude. I ask that you investigate this matter and you will find out that I am not the only one who has been mis treated.
